About the Author:

Robert Payton Moore is an internationally recognized technology and strategic-planning expert. He has participated in development of tactical and strategic weapons, sensors and communications systems. He was a Senior Executive and an Assistant Director in the Office of the Chief of Naval Operations. He is former Deputy Director and Director of Planning and Assessment of the Office of Naval Technology. Mr. Moore has published more than fifty technical papers and holds a number of patents. He has received numerous awards, including the "President's Meritorious Executive Award" and the "Secretary of Navy's Distinguished Civilian Service Award."
